Buku Indonesia Menggugat sejatinya merupakan pledoi pembelaan Bung Karno saat di sidangkan di Landraad Bandung, pada tahun 1930. Bung Karno, bersama tiga rekannya: Gatot Mangkupraja, Maskun, dan Supriadinata yang tergabung dalam Perserikatan Nasional Indonesia (PNI) dituduh hendak menggulingkan kekuasaan Hindia Belanda. Dari balik penjara Bung Karno menyusun dan menulis sendiri pledoinya tersebut. Isinya mengupas keadaan politik internasional dan kerusakan masyarakat Indonesia di bawah penjajah.
Pidato pembelaan ini kemudian menjelma menjadi suatu dokumen politik menentang kolonialisme dan imperialisme.  Buku ini telah diterjemahkan ke dalam beberapa bahasa asing. Salah satunya, dalam bentuk bahasa Belanda yang dieditor oleh Sutan Sjahrir.
